This action will update both D1 and Twilio Sync, generate a new PIN, and create assignment history.
This will disable the current PIN immediately, close the assignment history record, update Twilio Sync, and place the extension into a 90-day quarantine.
A new random 4-digit PIN will be generated. The current PIN will stop working immediately after Twilio Sync is updated.
This resends the participant's current Personal Extension and current PIN. It does not change the PIN or modify the assignment.
Use this only after payment has actually been received. This will record the payment, allocate the next available Personal Extension, generate a PIN, update D1 and Twilio Sync, and optionally email the Welcome Sheet.

This creates any missing 0000–7999 records in D1 without overwriting existing assignments. It does not create thousands of Twilio Sync items. New Twilio items are provisioned only when an extension is activated.
Before running this: create a fresh D1 bookmark/restore point.
